About the webinar

In face o the challenges related to compliance with the  Nationally Determined Contributions (NDCs), multilevel governance plays an important role in optimizing climate action and sustainable development. The articulation of climate policies and actions between different levels of government is strategic to align criteria, priorities and methodologies promoted  from top to bottom, and at the same time  capturing the local reality and  needs.

This webinar addresses two cases of the Vertically Integrated Climate Protection and Climate Action II programnes in Mexico and Costa Rica, promoted by the German Development Cooperation, GIZ. On the one hand, in  Mexico it exemplifies how the state level, in this case Jalisco, integrates the national and state-level  climate policies to the  municipal level  through guidelines for the development of Municipal Climate Change Plans. On the other hand, it presents how from the national level in Costa Rica, a tool is generated to motivate the municipalities in the development of greenhouse gas (GHG) inventories as a starting point towards the fulfillment of the ambitious goals established by the country .

About the panelists

Since 2006 he has worked for GIZ, in the field of biodiversity and forest protection in a forestry project in Latin America and another in the Colombian Amazon. Subsequently, he shifted area and currently coordinates two global climate protection projects from the GIZ headquarters in Germany. Tangmar is a Political Scientist with a strong link to Latin America: he worked throughout the continent and lived for more than nine years in Bolivia and Colombia.

Director of Transversal Management of Climate Change of the Secretary of Environment and Territorial Development of the State of Jalisco. He is an Environmental Engineer and Master in Environment and Development from the National University of Colombia. In addition, it has a trajectory of more than 10 years in works of climate change, environmental management and citizen participation.Works as an Adviser of climate policies and has collaborated since 2012 on various GIZ projects, mainly in the areas of Monitoring, Reporting and Verification of NAMAs, as well as urban environmental management and waste energy use. Currently coordinates in Mexico the global VICLIM project to strengthen the role of subnational actors in the achievement of climate objectives. Emily is a Chemical Engineer and holds a Master degree in Engineering for Sustainable Development by the University of Cambridge.Works as an Adviser in climate change, monitoring and evaluation and knowledge management for the Accion Clima  II and Coffee NAMA projects in Costa Rica. Prior to supporting the Costa Rican Climate Change Directorate in the implementation of its Nationally Determined Contribution, she worked in Namibia on an urban mobility project; always in function of the German Cooperation (GIZ). Annika holds a degree in International Business and a Masters in Environmental Management from the University of London.
