Sobre o webinar
A atenção às mudanças climáticas, bem como a luta contra a pobreza, a competitividade e outros elementos-chave das estratégias de desenvolvimento dos países, apresentam desafios cada vez mais complexos e multissetoriais para a coordenação institucional. Essas questões compartilham características semelhantes, incluindo: não se enquadram em um único portfólio ministerial, ultrapassam fronteiras e jurisdições e dependem da capacidade dos atores governamentais e não governamentais (OCDE, n.d.).
Diante desses desafios, os países da América Latina e do Caribe estão construindo novas estruturas legais e institucionais que permitem alcançar os níveis de coordenação e coerência entre as diferentes instâncias de políticas públicas e outros atores, necessários para alcançar a integração dos objetivos climáticos nas estratégias nacionais, setoriais e locais que orientam a mudança climática. Neste webinar, compartilharemos a experiência do México na implementação de sua estrutura legal e institucional de mudança climática, bem como a proposta de Lei-Quadro de Mudança Climática que está sendo discutida atualmente no Peru. He has served as a public servant in the Ministry of the Environment of the Government of the Federal District; in the Federal Attorney’s Office for Environmental Protection and the Ministry of Environment and Natural Resources. With the support of this commission it was possible to elaborate and approve the National Strategy to Combat Desertification and Drought 2016-2030. He has worked in the public and private sector in environmental management.
