Sobre o webinar
An efficient national and sub-national articulation improves national policies and leads to overcome some barriers that sub-national governments generally face. The coordinated action between the national-subnational levels allows to achieve greater GHG reductions, as transport projects are implemented at the local level and with the support of the national level there can be improvements on project structuring, on MRV systems and on additional investments to scaling up the project. Moreover, the results can be translated into institutional strengthening and the improvement of the local planning processes.
This webinar provided an overview of the findings of the thematic process followed during 2016 by LEDS LAC on national and sub-national articulation to develop sustainable urban transport actions. After a presentation on the results of the process followed by LEDS LAC, the sectoral action plan to mitigate transport in Colombia was presented as an example of the national- subnational coordination.

Sobre os palestrantes
Rodrigo Rodriguez. Executive Director, SustentAr Association.
Rodrigo is an specialist on environmental management and sustainability policies for transportation. He conducted the Environmental Management Division at the Argentine National Railways Administration (2008-2013). As Executive Director and co-founder of the Association SustentAr, a non-profit organization to promote sustainable and climate resilient development, he participates in several Latin American initiatives for tackling climate change. He holds a bachelor’s degree in Political Science with specialization in International Affairs (Catholic University of Argentina), and has degree in environmental management (National University of San Martin). During 2013-2014 he was a Research Fellow at the Special Program for Urban and Regional Studies (SPURS) at the Massachusetts Institute of Technology (MIT), where he focused on urban planning and low emissions and climate resilient sustainable development strategies.
Florentino Márquez Ospina. Environmental consultant, Sustainable Urban Mobility Unit of the Ministry of Transport of Colombia.
Master of Engineering from the University of Andes with undergraduate studies in Environmental Egineering and complementary studies in art. Researcher and consultant on air pollution, sustainable mobility, institutional development, citizen behavior and participatory construction of public policies. He is currently advisor to the Unit for Sustainable Urban Mobility (Umus) of the Ministry of Transport, where supports the formulation and implementation of policies and projects to mitigate greenhouse gases in urban public transport.
