About the webinar

An effective response to the challenges of climate change requires collaborative action at different levels of government. Municipalities play a central role in both climate change mitigation and adaptation.

This webinar will present and discuss tools developed by the NGO Adapt-Chile with the support of EUROCLIMA Technical Assistance to support municipal authorities in the participatory development of local climate change plans. The tools have been validated in workshops with local governments in Argentina, Chile, Costa Rica, Ecuador and Uruguay. The first tool has been published and is available online: http://www.euroclima.org/es/servicios-de-informacion/libros-euroclima

About the panelists

Anthropologist with a Master's degree in Public Administration and Statistics; specialist in Climate Change, with more than 25 years of experience in Latin America. He has directed local development projects as well as regional programs in Latin America. He has worked for multiple instances, such as the European Commission, IDB, World Bank, CATIE, IICA, IUCN and European and Latin American governments, as an advisor, researcher, teacher and consultant. He has been a researcher in climate change adaptation and has conducted climate change vulnerability analyses in Chile and Africa. He has experience in the public and private sector in sustainability issues and has worked in the United Nations. He is in charge of developing the research network of the Earth System Governance Project for South America and is a sociologist specializing in environment, ecosystems and rural development. He has been a researcher and consultant for CATIE for more than 30 years and regional facilitator of the Forests, Trees and Communities Program of FAO.

He was elected mayor of Independencia in 2012. With studies in Anthropology and Law, he has developed an extensive professional career linked to municipal management in the municipalities of Santiago, Huechuraba, La Florida and Independencia. He was Head of Public Order and Citizen Security of the Metropolitan Region and consultant in training, social projects and advice to municipalities. In the international arena, he has served as an electoral observer for the OAS in electoral processes in Bolivia and Ecuador.
