About the webinar
Climate finance plays a crucial role in supporting the implementation and enhancement of countries' national commitments in the Paris Agreement. A key challenge in accessing climate finance lies in both limited resources and the technical capacity of countries to increase the financial readiness of their projects and institutions and create enabling environments for investment. Latin America and the Caribbean (LAC) is no exception; increasing technical capacity to develop projects and attract green investments are areas of support frequently requested by NDC Partnership member countries in the region.
This webinar aims to provide an overview of the climate finance needs of Latin America and the Caribbean and identify potential opportunities to support and advance the 2020 climate agenda. As part of the webinar, Grenada will share its NDC financing needs, considerations made when developing its NDC Partnership Plan, including the review and improvement of NDCs. Also, the IDB will also provide information on its work on financial response requests and specific financial technical support and services provided in the LAC region. About the panelists
Jamie Bindon
Jamie Bindon is the Project Coordinator for the NDC Partnership Support Unit, supporting the development and delivery of knowledge products. Prior to joining the NDC Partnership, Jamie worked on USAID's ASSIST project supporting activities and data management for the 8 Latin American country offices. Jamie previously worked with the non-governmental organization Amigos de las Americas, where he oversaw sustainable community development projects and co-managed multinational "camps" in national parks in Costa Rica, conducting trail work and conservation efforts. While completing his degree, Jamie was a climate and energy and recreation intern in The Wilderness Society's government relations department. Jamie holds a B.A. in International Studies and Spanish from American University.
Eileen Knowles
Eileen Knowles is the Knowledge and Outreach Specialist for the NDC Partnership's Support Unit, where she supports the delivery of the Climate Action Enhancement Package (CAEP), focusing on NDC review and increased ambition. Prior to joining the NDC Partnership, Eileen was a Special Projects Manager at CDP and then worked as a strategy consultant for CDP's Information Services and Supply Chain teams. Previously, she was Global Director of Program Experience at Global Citizen Year, where she was responsible for refining program design and designing scalable global curricula and assessment systems for over 100 grantees in 4 countries. She also served as Executive Director of Education Generation, a scholarship funding platform for young leaders in 10 developing countries. Eileen is a Sustainability and Management Consultant, with a Postgraduate Degree in Human Rights and Public Policy in Latin America from Collège Universitaire Henry Dunant and a Master of Science in Sustainability and Management from Columbia University.
Spencer Thomas
Dr. Spencer Thomas, Grenada's facilitator for the NDC Partnership, is a former financial secretary and economic policy advisor to Grenada's Ministry of Finance. Dr. Thomas holds a Ph.D. in Energy Economics from Howard University, an M.A. and B.A. in Economics from Iowa State University and Howard University, respectively, and a post-doctoral M.A. in Telecommunications Regulation and Policy from the University of the West Indies. As a consultant, he will provide support to the Government of Grenada in the implementation and enhancement of the NDC and assist in the promotion of the NDC Partnership Plan and the NDC Partnership's participation in Grenada.
Raul Delgado
Raul Delgado is a Senior Climate Change Specialist at the Inter-American Development Bank (IDB), where he participates in the planning and execution of the Climate Change Division's agenda and leads the NDC Investment Platform, which is the IDB Group's collective effort to support the implementation of the Paris Agreement, assisting countries in the design and implementation of their policies, goals and commitments related to climate change. An economist, he has extensive experience in public policy, multilateral financing and public project structuring, working for over 18 years at Mexico's Ministry of Finance and Public Credit. Raul led the institutional strategy and coordination of credit and technical assistance activities with international financial institutions. During that time (2007-2011 and 2015-2017) he was also Focal Point and Member of the Mexico Council for the Global Environment Facility (GEF) and Board Member of the Green Climate Fund, as well as focal point for the Climate Investment Funds. Between 2011 and 2014 he served as Senior Advisor to the Executive Director of Mexico at the IDB.
Cayetano Casado
Cayetano Casado is the Regional Country Engagement Specialist for Latin America and the Caribbean (LAC) in the NDC Partnership Support Unit. He supports the implementation of the NDC Partnership's Country Engagement Strategy in member countries across the region and represents the NDC Partnership at national and regional events. Prior to joining the NDC Partnership, Cayetano worked for seven years in the Latin America and Caribbean region with the United Nations Development Programme (UNDP). For five years he was an environment and energy officer in the UNDP office in Cuba, where he carried out climate change mitigation and adaptation project development, resource mobilization and implementation supervision. Cayetano is an agronomist engineer, graduated from the University of Cordoba (2003) and holds a master's degree in environmental management from the Yale School of Forestry and Environmental Studies (2010).
