About the Webinar

We are at a key moment for countries to take action towards increasing the ambition of their Nationally Determined Contributions (NDCs). As established by the Paris Agreement, countries will have until 2020 to reassess their climate plans and commit to a level of ambition that avoids global warming above 1.5 ° C.

This webinar, co-organized by LEDS LAC and the NDC Partnership, is the second in a series of six webinars focused on reviewing and increasing the ambition of acquired climate commitments. We will discuss country experiences to identify the links between the NDC cycle and the continuous improvement of national MRV systems for greenhouse gas emissions and removals.

The objective of the webinar is to provide a better understanding of the Katowice Climate Package and the communication and reporting obligations of the Parties under the Paris Agreement. It will also open a space to share information on the modalities, procedures and guidelines for the implementation of the Transparency Framework. We will explore some of the challenges developing countries are facing and learn about Chile’s experience developing its national greenhouse gas inventory. The webinar will be held in Spanish. About the Panelists

Scientific Director of the Basque Centre for Climate Change. Her research focuses on effective land use decisions and optimal allocation of land resources for sustainable and efficient development. She was the UNREDD Programme Coordinator at the United Nations Food and Agriculture Organization (2011-2015) and Senior Officer at the United Nations Framework Convention for Climate Change (UNFCCC) supporting Land Use, Land Use Change and Forestry (LULUCF), Agriculture and REDD+ negotiations up to 2011. Before 2007, she was Air Pollution and Atmospheric Chemistry Programme Director at the Center for Environmental Studies of the Mediterranean and Advisor to the Spanish Minister of Environment and member of the Executive Board of the Clean Development Mechanisms of the UNFCCC in 2006-07. She was a lead author of the GHGs Inventory Guidelines and the Fourth Assessment Report of the Intergovernmental Panel for Climate Change and was part of the group granted the Nobel Peace Prize in 2008 for her contributions to the Panel. She holds a PhD in Biology from the University of Valencia and worked extensively in Air Pollution and Climate Change feedback in the Mediterranean regions after she did her Postdoctoral research at Arizona State University.Jenny holds an MPA degree from SIPA in International and Public Affairs, with a concentration in Environmental Science and Policy. Currently, she serves as Head of the Mitigation and Emissions Inventories Department at the Division of Climate Change in the Ministry of the Environment of Chile, where she coordinates the development of National Biennial Update Reports on Climate Change and the implementation of Chile’s commitments under the Paris Agreement. She belongs to the Roster of Experts of the UNFCCC. Her expertise is in public policies for GHG emissions reductions, prospective analysis of emissions scenarios and MRV for mitigation actions, among others. She graduated from the University of Santiago in 2006, where she studied Geographical Civil Engineering. From 2007 to 2010 she worked on atmospheric pollution issues on the National Environmental Commission (CONAMA). Since 2010, she has been part of the Climate Change team at the MMA. She is a former Luksic Fellow.Lucio Santos is an Agricultural Engineer with an advanced university degree in Environmental Sciences and Rural Development. Lucio has been involved in Climate Change negotiations on REDD+ and LULUCF. He is an advisor for development and implementation of MRV systems and early implementation of REDD+ activities. He is experienced in mitigation assessments, options analysis in Forestry and Agriculture, socio-economic field analysis and diagnosis, and in the design and implementation of development programs.Gabriela Alonso has more than 10 years of experience in forestry policy, climate change and south-south cooperation. She currently works as a World Bank consultant in close coordination with the countries of Central America and Mexico on issues of forests, land use and climate change. She is an Environmental Engineer with a master’s degree in Environmental Management at Yale University.
