About the webinar

An efficient national-subnational articulation improves the performance of national policies and promotes the overcoming of some barriers generally faced by sub-national governments. Coordinated action between the national-subnational levels allows achieving greater GHG reductions, since transport projects are implemented at the local level and, with the help of the national level, improvements in structuring, MRV systems and additional investments for scaling up the project can be obtained. In addition, the results can be translated into institutional strengthening and improved planning processes at the local level.

This webinar provides a summary of the findings of the thematic process followed during 2016 by LEDS LAC on national-subnational articulation in the implementation of sustainable urban transport actions. After a presentation on the results of the process followed by LEDS LAC, the national-subnational articulation for the implementation of the sectoral action plan for transport mitigation in Colombia was presented as an example.

Rodrigo Rodríguez Tornquist. Executive Director, SustentAr Association.
Specialist in sustainable development and climate change policies, with experience in the transportation sector. He is a member of the LEDS LAC Steering Committee and co-coordinator of the Transport Working Group. He has a degree in Political Science with a specialization in International Relations (UCA), has completed postgraduate studies in Public Policy (UdeSA) and Environmental Management (Universidad de San Martin) and served as a Research Fellow in the SPURS program at the Massachusetts Institute of Technology (MIT). He is currently a professor and researcher at the Universidad Nacional de San Martin and advisor to the technical secretariat of the Latin American Railway Association (ALAF).

Florentino Márquez Ospina. Environmental Advisor, Sustainable Urban Mobility Unit, Ministry of Transportation of Colombia.
Master in Engineering from Universidad de los Andes with undergraduate degree in Environmental Engineering and complementary studies in art. Researcher and consultant in air pollution, sustainable mobility, institutional development, citizen behavior and participatory construction of public policies. He is currently an advisor to the Sustainable Urban Mobility Unit (UMUS) of the Ministry of Transportation, where he supports the formulation and implementation of policies and projects to mitigate greenhouse gas emissions in urban public transportation.
