About the workshop:
The Workshop, organized by the LEDS LAC Platform together with the Ministry of Environment of Peru, with the support and financing of the Government of the United States and the Resilient and Low Carbon Development Program of Colombia, had as main objectives: share experiences, lessons learned and success factors in the implementation of sustainable urban transport and land use planning actions, especially those related to the articulation between the national and subnational levels; and contribute to the construction of a common vision for national and subnational articulation that facilitates the implementation of low-carbon transport actions, with useful guidelines for the region.
Fifteen experts from Argentina, Colombia and Peru participated.
Key factors that stimulated discussion during the Workshop were the fact that Latin America has the highest degree of urbanization in the world, the rate of expansion of the region's cities which is three times higher than its population growth rate, and as a consequence, has more than doubled the number of private vehicles in the last 10 years. Today, severe traffic congestion has spread throughout LAC cities.
To enrich the discussion on the points of interest, the workshop was divided into 4 topics: (1) policies and plans, (2) institutional capacities, (3) MRV and information systems and (4) financing, for which challenges, good practices and success stories were identified.
Some of the main strategies identified during the workshop were: design and implement coordination mechanisms between national and subnational stakeholders; measure the participation of the different levels of government during the planning process; design the transportation system prioritizing the needs of users; design and implement innovative financing mechanisms; promote clean technologies such as electric buses; among others.
As a result of the workshop, a report was produced that can be used as a basis for the download in this link.
