Climate Transparency in LAC test

The Transparency in Climate Action Initiative (ICAT collaborated with partners to develop a series of open access policy assessment methodologies and practical tools to support developing countries in advancing national and international climate transparency.

In this context, the ICAT Policy Evaluation Guidelines which help countries to assess the climate impact of different policies and actions. It is possible to assess the impact at the level of greenhouse gases, sustainable development, the potential for transformational change and the impact of actions by subnational and non-state actors.

Whether used separately or together, the ICAT policy assessment guides support countries to:

Improve the design and implementation of evidence-based actions and policies aligned with the objective of the Paris Agreement.

Update and monitor the progress of NDCs implementation.

Prepare reports under the Enhanced Transparency Framework of the Paris Agreement.

Facilitating the mobilization of financing through robust and transparent MRV systems

Integrate the Sustainable Development Goals into the planning, implementation and monitoring of climate actions and policies.

Cross-cutting impact assessment guidelines

Non-state and sub-national action guide:

Integration of the impact of non-state and subnational mitigation actions into national planning, goals and projections

The guidance helps determine the GHG reduction potential of non-state and subnational actions to be reflected as reductions in the national GHG inventory. The guidance focuses on specific mitigation actions but also considers reductions from other types of actions.

Sustainable Development Impact Assessment Guide: Assessing the environmental, social and economic impacts of policies and actions.

The guide helps to assess the impact of policies and actions in relation to the Sustainable Development Goals (SDGs). This assessment would allow the SDGs and climate goals to be integrated into a unified process. For example, it would be possible to identify and report Sustainable Development benefits within the actions taken to meet the NDCs.

Evaluation Guide on Transformational Change:

Evaluation of the transformational impacts of policies and actions

The guide helps to understand the relationship between policies and actions and their expected or achieved transformational impact. A transformational change is one that is fundamental and sustained to a system that disrupts established carbon-intensive practices and contributes to a low-carbon society.

Webinars

From 2020 to 2021, the LEDS LAC platform worked together with the UNEP Copenhagen Climate Centre (formerly UNEP DTU Partnership) to increase the visibility of the results obtained by the ICAT (Initiative for Transparency in Climate Action) project in Latin America. In this context, open public webinars were held to disseminate these lessons and experiences. Also, in addition to open webinars, the results, tools and experiences were used to foster exchange spaces between representatives of the ICAT project countries and other practitioners in LAC..
